Millions let down by poor broadband service – Which? fights back

A decent broadband connection is considered a modern day essential but a major new Which? survey has found that 59% of households – 16 million across the country – experienced some kind of problem with their home internet connection in the last year.

Three in ten of those affected said the issues made it much more difficult to pay bills online or to use online banking services, and 19% even said that the problems have had a negative financial impact on them.

New broadband campaign and online tools

To help consumers get better connected, Which? is today launching a new campaign to Fix Bad Broadband.

As part of the campaign it’s also developed a free broadband speed checker and is calling on people to use the tool to find out their actual broadband speed. This will help customers to ensure they’re getting the speeds that they expect and will enable Which? to build a picture of the real speeds and problems people are experiencing across the country.

Customers that are unhappy about their speeds can use Which?’s new broadband complaint tool to quickly make a formal complaint to their provider.

The new tools are accompanied by a raft of practical advice giving tips on how to speed up slow connections and how to switch broadband providers.

Which? Managing Director of Home Services Alex Neill said: ‘With millions of us frustrated by bad broadband and stopped from doing the simplest of online tasks, we have launched a new, free tool to help people improve their connection.

‘There is nothing more annoying than your internet cutting out when you’re streaming your favourite programme, or when you’ve spent ages filling your online shopping basket but your connection is too slow to get you to the checkout. Far too many people are experiencing problems with their broadband across the country and we want to help people to fix it.’

Tesco Bank 3% current account offer back on the table

Tesco Bank has reopened applications for its current account paying 3% on balances up to £3,000 and extra Clubcard points until April 2019.

In February, Tesco temporarily closed the account to new customers after it ‘experienced an unprecedented level of demand’ following the promise of a guaranteed interest rate for the next two years. The account is now open to new applicants once again, but the bank has added two new conditions to qualify for the credit interest.

New rules for new customers

New customers still earn a healthy 3% variable interest on up to £3,000, as well as a loyalty deal of one Clubcard point for every £1 spent on their Tesco debit card.

But this rate is only available if you meet specific requirements:

  • Firstly, you’ll need to deposit £750 into your account every month.

  • You must also have at least three direct debits paid out of the account per statement month (excluding payments to a Tesco Bank savings account).

Although the rate is variable, Tesco Bank has promised it will not drop below 3% AER during the guarantee period, provided you meet these conditions.

The Tesco debit card is also a Tesco Clubcard, which allows you to double up on loyalty points. You’ll collect normal Clubcard points – at a rate of 1 point for every £4 spent in Tesco and 1 point for every £8 spent outside of Tesco – in addition to 1 point per £1 spent in Tesco with your debit card until 1 April 2019.

How does Tesco Bank compare to other high interest bank accounts?

Paying in £750 per month is at the lower end compared to the most of the other current accounts in our table below, for example, the Lloyds Club account requires you to pay in £1,500 every month.

Interest is limited to balances of £3,000 with Tesco – the Santander 123 account pays 1.5% on an impressive £20,000, as well as cashback on household bills, so this will be more lucrative if you have more money to put away.

Which? reveals the areas with the worst food hygiene

One in every five eateries in the UK doesn’t meet food hygiene standards, Which? analysis of food safety enforcement data reveals.

In the worst local authority, two out of three food establishments could be putting you at risk of food poisoning.

Food hygiene compliance is patchy and varies hugely across the UK, and although it is ultimately the business’ responsibility to comply with hygiene laws, some local authorities are struggling to enforce standards.

We’ve put together an interactive map so you can check whether your local authority is making sure that its food establishments comply with food hygiene law.

Best local authorities for food hygiene

Erewash, in Derbyshire, tops our table as the local authority with the best food hygiene enforcement stats, followed by Eden in Cumbria and Brentwood in Essex.

The table below shows the 10 highest-ranking local authorities for food hygiene enforcement, out of 386 local authorities analysed.

Worst local authorities for food hygiene

At the bottom end of the table, Hyndburn in Lancashire has the lowest ranking. Only one third of eateries in Hyndburn that were high-risk or medium-risk actually met hygiene standards.

The hygiene risk of a business is based on several factors, including type of food, the number/type of consumers at risk, method of processing or handling food and confidence in the management.

Birmingham was second from bottom, with only 59% of medium- to high-risk businesses found to be broadly compliant with hygiene rules.

Birmingham City Council told us that it is not responsible for a third party complying with the law, but that it is responsible for enforcing the law where failures are found.

Cities with lots of food businesses can struggle to keep up with food hygiene enforcement because of the high turnover of places to eat.

The table below shows the 10 lowest-ranking local authorities for food hygiene in the UK.

How we ranked local authorities

We assessed data submitted to the Food Standards Agency and Food Standards Scotland by 386 UK local authorities in 2015-16.

We then ranked those local authority areas based on three indicators: how many food establishments were rated for risk, how many of the medium and high-risk premises met hygiene requirements, and how many planned interventions (such as inspections or follow up actions) were actually carried out.

For more on how we collected this information, and our recommendations for food standards in the UK, see our full report on food law enforcement.

Food safety in the UK

Budget cuts at local authorities, complicated international food supply chains and an increase in food crime can make it more difficult to enforce good food hygiene.

Leaving the EU is likely to mean that the UK will have to conduct more of its own safety checks on imported food, which will require more resources and a new approach to food standards checking.

The Food Standards Agency and Food Standards Scotland are currently reviewing their food enforcement strategies.

We are concerned, though, that the proposed reforms could see more inspections carried out by third-party companies employed by businesses, instead of the checks being done by public authorities.

We think it’s more important than ever that food safety is independently assessed.

Alex Neill, Which? Managing Director of Home Services, said: “People expect their food to be safe, but there is clearly still work to be done.

“As we prepare to leave the EU, the government and regulators need to ensure that there is a robust, independent system of enforcement in place to give people confidence that the food they’re eating is hygienic.”

Top 6 tips to avoid Mother’s Day mishaps

What if your Mother’s Day bouquet arrives sad or snapped? What if your gift arrives late or turns out to be faulty? Here’s our essential top six list of tips to help you mitigate common Mother’s Day mishaps.

1. If you’re ordering flowers

Half of the Which? followers on Twitter who responded to our poll said that they would be giving their mums flowers this Mother’s Day.

So, if your flowers arrive in a sorrowful state – wilting, with browning petals or leaves, or broken stems – the retailer is in breach of contract and you’re entitled to a full refund. This is because the retailer, not the courier, is responsible for the condition of the flowers until they are delivered to you.

Take some pictures of the damage to or poor condition of the flowers, as this will help support your complaint.

You also have the right to a full or partial refund if your flowers arrive late, don’t match the description or arrive with fewer flowers than the amount ordered.

2. If your gift doesn’t turn up

Giving mums a gift or voucher this Mother’s Day was the second most popular response to our poll, with 28% saying they would be doing so.

So, it’s worth knowing that if you paid for delivery by a certain time or date and your Mother’s Day gift turns up late or not at all, this is a breach of contract, and you have the right to terminate the purchase and get a full refund.

Any goods ordered online must be delivered within 30 days, unless otherwise agreed.

Read our guides on delivery rights to help you make a complaint if your parcel is late or doesn’t turn up.

3. If your Mother’s Day present is faulty

If the gift arrives and is not as described, of unsatisfactory quality or not fit for purpose, you can get your money back under the Consumer Rights Act.

Under these circumstances, it is classed as a faulty good, and you have the right to reject goods under this definition and get a full refund. But this right is limited to 30 days from the date of purchase of your product, so act fast where possible.

After the initial 30 days, you can’t demand a full refund in the first instance, but you do still have the right to a repair or replacement.

Use our free tool to ask the retailer for a refund, repair or replacement.

4. If you’re gifting an experience voucher

Experience days and gift vouchers to spend on goods and services have grown in popularity in recent years.

Whether you’re giving a voucher or receiving one, you should always check the terms written on it (or the packaging around it) and make the recipient of the voucher aware of them. The recipient will be bound by terms made at the time of purchase.

Expiry dates are allowed as long as the person buying the voucher was made aware of it at the time of purchase.

But if the terms were not prominent or brought to your attention, you may be able to argue that the terms are contrary to the requirements of good faith.

5. If you have a bad restaurant experience

Of the Which? Twitter followers who responded to our poll, 18% said they would be going out for a meal with their mums this Mother’s Day.

If you’re also planning on taking your mum to her favourite restaurant, remember that you have the right to expect food of satisfactory quality that is as described on the menu.

If the restaurant does not adhere to these Consumer Rights Act expectations, it will be in breach of contract, and you shouldn’t have to pay. If the food is top-notch but the service is substandard, you can also refuse to pay the service charge.

Read our step-by-step guides to restaurant complaints to get money off your bill for poor-quality food or find out more about your rights if you haven’t experienced reasonable care and skill from a restaurant’s service.

6. If flight delays ruin your city break

If you’re treating your mum to a city break this year, like 4% of our poll respondents, it’s important to know that if you encounter issues with flights, your legal position will depend on where you are flying from and to.

If you’re flying with an airline based in the EU, or with a non-EU-based airline flying from an EU airport, then you’re protected by the Denied Boarding Regulation.

If your flight delay is expected to be longer than a certain duration, the airline is obligated to offer you assistance.

Depending on the distance of your flight, and the length and reason for your delay, you could also be entitled to claim compensation.

For requirements and entitlements, take a look at our guide to flight delays.

New Best Buy smartphones for 2017 revealed by Which?

We’ve tested another nine of the latest smartphones from Blackberry, HTC, Huawei, OnePlus and Samsung – and found Best Buys that deliver excellent quality.

The best of the bunch earns an excellent 79% test score. This smartphone handles the basics with ease – it lets you have clear phone conversations, and speeds through tasks with minimum of delay. Plus, it manages more than 13.5 hours of web browsing before running out of battery, making it one of the very best for this test.

On the other hand, one of the least impressive struggles to minimise background noise if you’re making a phone call in a busy environment, making your catch-ups harder to follow. Plus if you play music through this phone’s supplied headphones, it sounds thin and lacklustre.

We put all smartphones through the exact same in-depth tests to help you choose the best model. Head to our mobile phone reviews to discover the victors and the also-rans.

Latest mobile phones on test

Samsung Galaxy A3 (2017) vs Samsung Galaxy A5 (2017)

Samsung doesn’t just produce high-end, pricey smartphones like the Galaxy S7. It also makes more affordable models, like the 2017 versions of the Galaxy A3 and A5.

The Galaxy A3 (2017) costs £279 and has a 4.7-inch touchscreen. We’re really impressed that this phone is water-resistant, a feature usually found on more expensive phones. It has the highest IP68 rating – which means it should survive a thirty-minute dunk in 1.5 metres of water.

The Galaxy A5 (2017) is a tad more expensive, at £359. It has more storage space than the A3 (32GB vs 16GB), and a larger 5.2-inch touchscreen. Plus it has a more impressive camera spec, with 16Mp rear and front cameras, compared to the A3’s 13Mp rear and 8Mp front snappers. The A5 (2017) is also IP68 resistant and features fast-charging.

Read our full review of the Samsung Galaxy A3 (2017) and Samsung Galaxy A5 (2017) to find out whether they’re the best next mobile phone for you.

OnePlus 3T

You’ll have likely seen adverts for the OnePlus 3T, along with the ‘Never Settle’ slogan. It has a full aluminium body for an expensive feel, and 16Mp rear and front-facing cameras. This phone also has gesture controls, which means you can draw a specific shape on screen (even when it’s locked) for quick access to things like the camera or LED flash.

It costs around £400 – is it worth the cash? Find out in our full OnePlus 3T review.

New Huawei smartphones, including the Honor 6X

Chinese brand Huawei has been gaining ground in the mobile phone landscape, with mid-range phones that offer premium features.

One of those is the Huawei Honor 6X, which costs just £215. We like that it feels more expensive than it actually is, thanks to its brushed aluminium back. It also has a fingerprint scanner and dual rear cameras, which Huawei claims take beautiful photos. This was a claim we enjoyed assessing in our Huawei Honor 6X review.

Even cheaper is the Huawei P8 Lite 2017, which costs £180. It has a dual-Sim card slot, which basically means you can have two phone numbers on the same device – useful if you want to separate business from pleasure calls. This Huawei P8 Lite also runs on Android Nougat, the latest version of Google’s operating system. Find out whether it’s any good by reading our full Huawei P8 Lite 2017 review.

Find out more about this brand’s smartphones with our Huawei mobile phone reviews.

Blackberry DTEK60

It’s easy to associate Blackberry mobile phones with physical keyboards, but the brand has gone touchscreen with the DTEK60. It has a large 5.5-inch display, and it runs on the Android operating system – so is potentially a good choice for Blackberry fans who want a bit more choice with apps and customisation.

Find out whether it’s worth your time and money by heading to our full Blackberry DTEK60 review.

HTC One A9s

You’ll pay around £250 to buy the HTC One A9s sim-free. It has a fingerprint scanner built into the touch-sensitive home button, for fast unlocking. Features such as fingerprint scanners used to be the preserve of top-of-the-range smartphones, but they’re now found on several mid-range options.

Head to our full HTC One A9s review to discover how its quality stacks up against pricier alternatives.

Mobile phones to watch out for in 2017

Samsung is due to announce its highly-anticipated new S-series phone on 29 March 2017. All rumours point to a very premium and expensive phone – and we’re looking forward to the launch. Keep your eyes peeled for our coverage.

We’re also expecting the imminent release of the LG G6, announced at Mobile World Congress (MWC) 2017. It has a whopping 5.7-inch display, but LG claims it will still fit comfortably in one hand thanks to narrow bezels and a 18:9 screen ratio, meaning it’s twice as long as it is wide. Most other smartphones follow a 16:9 formula.

In Pics: Salman Khan wraps up the first schedule of ‘Tiger Zinda Hai’

A week after Katrina Kaif returned to India, Salman Khan too has packed up the first schedule of ‘Tiger Zinda Hai’.

The 51-year-old actor was shooting in the sub-zero temperature of Austria for Ali Abbas Zafar’s directorial venture.

And the cast and crew have finally wrapped up the Austria schedule.

Ali Abbas recently took to Twitter to make the announcement, “Freezing journey comes to end as @BeingSalmanKhan wraps 1st shooting schedule of @TigerZindaHai in Tyrol , Austria. (sic)”

Vote to Repeal US Broadband Privacy Rules Sparks Interest in VPNs

The vote by the U.S. Congress to repeal rules that limit how internet service providers can use customer data has generated renewed interest in an old internet technology: virtual private networks, or VPNs.

VPNs cloak a customer’s web-surfing history by making an encrypted connection to a private server, which then searches the Web on the customer’s behalf without revealing the destination addresses. VPNs are often used to connect to a secure business network, or in countries such as China and
Turkey to bypass government restrictions on Web surfing.

Privacy-conscious techies are now talking of using VPNs as a matter of course to guard against broadband providers collecting data about which internet sites and services they are using.

“Time to start using a VPN at home,” Vijaya Gadde, general counsel of Twitter Inc, said in a tweet on Tuesday that was retweeted by Twitter Chief Executive Jack Dorsey.

Gadde was not immediately available for comment. Twitter said she was commenting in her personal capacity and not on behalf of the company.

The Republican-led U.S. House of Representatives voted 215-205 on Tuesday to repeal rules adopted last year by the Federal Communications Commission under then-President Barack Obama to require broadband providers to obtain consumer consent before using their data for advertising or marketing.

The U.S. Senate, also controlled by Republicans, voted 50-48 last week to reverse the rules. The White House said President Donald Trump supported the repeal measure.

Supporters of the repeal said the FCC unfairly required internet service providers like AT&T Inc, Comcast Corp and Verizon Communications Inc to do more to protect customers’ privacy than websites like Alphabet Inc’s
Google or Facebook Inc.

Critics said the repeal would weaken consumers’ privacy protections.

VPN advantages, drawbacks

Protected data includes a customer’s web-browsing history, which in turn can be used to discover other types of information, including health and financial data.

Some smaller broadband providers are now seizing on privacy as a competitive advantage. Sonic, a California-based broadband provider, offers a free VPN service to its customers so they can connect to its network when they are not home. That ensures that when Sonic users log on to wi-fi at a coffee shop or hotel, for example, their data is not collected by that establishment’s
broadband provider.

“We see VPN as being important for our customers when they’re not on our network. They can take it with them on the road,” CEO Dane Jasper said.

In many areas of the country, there is no option to choose an independent broadband provider and consumers will have to pay for a VPN service to shield their browsing habits.

Private Internet Access, a VPN provider, took a visible stand against the repeal measure when it bought a full-page ad in the New York Times on Sunday. But the company, which boasts about a million subscribers, potentially stands to benefit from the legislation, acknowledged marketing director Caleb Chen.

VPNs have drawbacks. They funnel all user traffic through one point, so they are an attractive target for hackers and spies. The biggest obstacle to their routine use as a privacy safeguard is that they can be too much of a hassle to set up for many customers. They also cost money.

“The further along toward being a computer scientist you have to be to use a VPN, the smaller a portion of the population we’re talking about that can use it,” said Ernesto Falcon, a legislative counsel for the Electronic Frontier Foundation, which opposed the bill.

Rahul Raj Singh files FIR against Kamya Punjabi for defamation

Television actress Pratyusha Banerjee’s death on April 1 sent shockwaves across the nation but it seems like there’s no end to the controversies around her suicide.

kamya

Few days ago, Pratyusha’s close friend, actress Kamya Punjabi announced that she made a short film ‘Hum Kuchh Keh Naa Sakey’ featuring her late friend Pratyusha Banerjee which she will release on her first death anniversary.

Kamya had earlier said in a statement that the film bears resemblance to Pratyusha’s real life.  Now Pratyusha’s former boyfriend Rahul Raj Singh (who was booked in her suicide case) claims that Kamya is just trying to make money by using Pratyusha’s name.

In fact, Rahul has even filed a complaint with the police regarding the issue. Here is what it (the complaint) says:

“I lost my girlfriend last year on 1st April 2016. On 27/3/2017 I was shocked to read that Kamya Punjabi had given an interview and declared that she is releasing one short film based on the life of my girlfriend Pratyusha Banerjee, and she has portrayed my character in an abusive manner. Further, she has used my girlfriend Pratyusha’s old video as a new one,” Pinkvilla reported.

Check out the copy of the police complaint filed by Rahul Raj Singh against Kamya Punjabi.

Kamya, on the other side, laughed off all Rahul’s allegations and clarified her stand on the subject: “It’s been produced by a friend, Neeru Nikhat. She called me a few days ago, and said that let’s do something about this movie, let’s release it online. And I was like yes, we should.”  She added, “Whatever we earn from this movie, I will be handing it all over to Pratyusha’s parents…People need to realise that it is okay to talk about your issues rather than going through them alone, I want people to know this.”

As far as Rahul’s complaint is concerned, Kamya says she couldn’t bother less. “I haven’t received any intimation from the police so far. I know for sure that it isn’t an FIR and just a hand written complaint. Whatever it is, my lawyers are dealing with it.”

The film will be releasing on the late actress’ first death anniversary on April 1, 2017.

Big Blow To Kejriwal As Delhi LG Orders Recovery Of Rs. 97 Crores From AAP In 30 Days

Lieutenant Governor Anil Baijal has issued a strict order to recover 97 Crores that is already spent by The Kejriwal government lavishly on its advertising. As we all know it’s violation of Supreme Court guidelines.

Baijal not only issued directives but also set up an inquiry on the amount that is spent on the advertisement for CM Kejriwal’s projection and his party. He has asked his chief secretary to assign the responsibility.

Aam Aadmi Party will have to recompensate the spent amount in a month’s time. This decision is taken after months, Centre had appointed 3 member committee who discovered that AAP is misusing the exchequer money on for their personal gain (Advertising).

Sources told PTI that out of 97 Crores that is spent on the advertising, the government has paid Rs 42 Crore to the advertising agencies. The LG issued an order to Chief Secretary M M Kutty to get the amount recompensated from the Aam Aadmi Party.

The remaining of 55 Crores is not yet paid by The Kejriwal government. As per LG’s order, the Aam Aadmi Party will give to the ad agencies.

Beyond this, the Comptroller and Auditor General (CAG) also discovered that AAP has been spending for advertisement even outside Delhi. The amount is around 29 Crore which they spent on ads outside Delhi and it was certainly not falling under their responsibility.

3 Member committee which is under the leadership of former Chief Election Commission B B Tandon lays on the constitution of I&B ministry on the directions of Supreme Court. It is there to address the problems related to Content Regulation in Government Advertising.

It is also said the paid amount of Rs 24 Crore is another violation of financial propriety and the regulations of Supreme Court. This is as per the report stated by CAG in Delhi Assembly on March 10th.

However, AAP has rejected the report.

Well, if the allegations are true, a strict action must be taken. Money in the government should be used for a better purpose than advertising the political party. What do you guys think? Do let us know.
